Can you charge a pet deposit for a servise animal for a person with no disabities?

I don't know that it is illegal to charge a refundable pet deposit for a service animal. If it is really a trained service animal, there should be no accidents to clean up. Only the disabled are entitled to claim privileges for service animals. My daughter has one, and we do not take it into the restaurant unless she is there.
