I have paid for an ebay item via bank deposit but want my money back..Help!?

My friend recently bought an item off ebay for a LOT of money and it turned out to be counterfeit. She paid via bank deposit though so didn't go through the paypal system. The seller lives in France. Is there any hope of getting the money back from a charge back? Will the authorities/Police actually do anything if she tells them what's happened? Thank you
